Expression of Interest (EOI) evaluation purpose

The purpose of the EOI evaluation process is to assist the Government to identify and select appropriate anchor tenants to foster FIXE@Lot Fourteen's startup culture and develop unprecedented scale coworking/incubator operations within South Australia. The EOI will also assist the Government in gauging the level of market demand and seek feedback on the combination and availability of services and capabilities desired within FIXE@Lot Fourteen.

Applications to establish coworking or incubator operations will be assessed against a set of weighted evaluation criteria.

 

Applications from businesses or individuals interested in residing or offering services within FIXE@Lot Fourteen will be collated and may be provided to the successful anchor tenants.

Evaluation plan


Expressions of Interest received by the Department for Industry and Skills will be reviewed by an Evaluation Panel chaired by South Australia's Chief Entrepreneur, which will make recommendations to a Steering Committee for review and final recommendation. The ultimate decision maker is the Minister for Industry and Skills. The decision maker will consider the recommendations and reports provided by the Evaluation Panel and the Steering Committee.




Evaluation panel


An evaluation panel will comprise representatives from the following organisations:

  • Chief Entrepreneur for South Australia
  • Office of the South Australian Chief Entrepreneur
  • Department for Industry and Skills
  • Entrepreneurship Advisory Board (or nominee)
  • Other startup community experts as required (optional).




Due diligence


Due diligence for coworking or incubator operators that progress to contractual negotiation will entail independent financial credit/financial checks of applicants by an external provider. Additional financial information may be sought from applicants that satisfy the initial mandatory criteria.




Evaluation methodology


The merit of responses of eligible Expressions of Interest for Service Provider will be evaluated according to weighted evaluation criteria as per below: Startup community experience 20% Value proposition 20% Financial capacity to execute 20% Risk assessment 20% Demonstrated service excellence 20% Assessors will score expressions of interest out of ten (see below) for each criterion listed above. Only applicants which achieve a weighted average above 5 will be eligible to proceed in the evaluation process.




Receipt of submissions


The submissions are to be received before 12:00pm ACST 2 October 2018. Under exceptional circumstances, expressions may be received via email to osace@sa.gov.au. An email will be automatically generated confirming receipt of your submission. Late submission will not be accepted after the closing time and date. Submissions will not be reviewed until after the submission closing date.




Evaluation of eligibility


The Evaluation Panel will evaluate the eligibility of submissions received based on applicant response to questions under ‘General Details’. The eligibility criteria will be assessed on a pass/fail basis. It is at the discretion of the Department for Industry and Skills whether to seek clarification for unclear or incomplete responses to the mandatory criteria.




Evaluation considerations


The list of recommended submissions may not necessarily be those ranking highest based on the merit scoring process. The Evaluation Panel will use its judgment and conduct a financial and economic evaluation of prospective applicants to determine the group of submissions that, in its view, best meets the objectives of the Hub. In making its recommendation, the Evaluation Panel may have regard to, but is not limited to considering, the following issues:

  1. Applicant merit scoring
  2. Objective to increase the diversity of the South Australian startup community, with more startups from regional areas
  3. Objective to increase the rate of entrepreneurship activity being undertaken in South Australia
  4. Objective to increase job creation in South Australia
  5. Value for money proposition.
The Evaluation Panel will produce a comprehensive report of their evaluation process, including recommended shortlist of submissions to proceed to the Steering Committee for review.




Debriefing of unsuccessful applicants


All unsuccessful applicants will be formally advised by a letter from the Department for Industry and Skills. Should an individual applicant request further information from the Department on the assessment of their application, applicants will receive the following information:

  • Background to the evaluation process
  • General comments regarding evaluation of the applicant’s submission against the criteria (but not against other applicants)
  • At no time will any applicant be compared specifically with any other applicants and no scoring will be provided.




Evaluation measures


Evaluation against criterion will be made in line with the evaluation measures listed below: Score: 9-10 Exceptional Full achievement of the requirements specified in the documentation, for that criterion. Demonstrated strengths, no errors, risks, weaknesses or omissions. Score: 7-8 Good Strong achievement of the requirements specified in the documentation, for that criterion. Some minor errors, risks, weaknesses or omissions which may be acceptable as offered. Score: 5-6 Average Reasonable achievement of the requirements specified in the documentation, for that criterion. Some errors, risks, weaknesses or omissions which can be corrected/overcome with minimum effort. Score: 3-4 Poor Average achievement of the requirements specified in the documentation, for that criterion. Some errors, risks, weaknesses or omissions which are possible to correct/overcome with some effort and make acceptable Score: 1-2 Deficient No achievement of the requirements specified in the documentation, for that criterion. Existence of numerous errors, risks, weakness or omissions which are difficult to correct/overcome and make acceptable. Score: 0 Unacceptable Totally deficient. By their nature, not all criteria lend themselves to objective measurement and their evaluation will depend on committee members being able to reach consensus on their understanding of the criteria and the submissions received.





Criteria

Criterion 1 - Startup community experience


Score: 9-10 Excellent The applicant has considerable experience in facilitating growth in the startup community. The applicant has demonstrated significant evidence and strength in the following areas:

  • track record in contributing to sustainable value creation, directly and indirectly
  • demand for its services
  • growth in its startup operations over the past few years.
Score: 7-8 Good The applicant has considerable experience in facilitating growth in the startup community. The applicant has demonstrated some evidence and strength in the following areas:
  • track record in contributing to sustainable value creation, directly and indirectly
  • demand for its services
  • growth in its startup operations over the past few years.
Score: 5-6 Average The applicant has some experience in facilitating growth in the startup community. The applicant has demonstrated some evidence of strength and only minor weaknesses in the following areas:
  • track record in contributing to sustainable value creation, directly and indirectly
  • demand for its services
  • growth in its startup operations over the past few years.
Score: 3-4 Poor The applicant has some experience in facilitating growth in the startup community. The applicant has demonstrated some evidence of strength but also some major weaknesses in the following areas:
  • track record in contributing to sustainable value creation, directly and indirectly
  • demand for its services
  • growth in its startup operations over the past few years.
Score: 1-2 Deficient The applicant has little experience in supporting the startup community. The applicant has demonstrated some major weaknesses in the following areas:
  • track record in contributing to sustainable value creation, directly and indirectly
  • demand for its services
  • growth in its startup operations over the past few years.




Criterion 2 - Value proposition


Score: 9-10 Excellent The applicant is not-for-profit and its proposed operations fully satisfy all the following criteria:

  • A low funding cost per value added to members and the broader startup ecosystem
  • A high floorspace utilisation rate
  • Strong focus and demonstrated success in the provision of supporting activities, services and resources
  • Highly qualified and experienced personnel involved in the provision of services
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.
Score: 7-8 Good The applicant is not-for-profit and its proposed operations fully satisfy three of the four following criteria and partially satisfies the remaining criteria:
  • A low funding cost per value added to members and the broader startup ecosystem
  • A high floorspace utilisation rate
  • Strong focus and demonstrated success in the provision of supporting activities, services and resources
  • Highly qualified and experienced personnel involved in the provision of services
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.
Score: 5-6 Average The applicant is for profit and its proposed operations fully satisfy the following criteria:
  • A low funding cost per value added to members and the broader startup ecosystem
  • A high floorspace utilisation rate
  • Strong focus and demonstrated success in the provision of supporting activities, services and resources
  • Highly qualified and experienced personnel involved in the provision of services
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.
Score: 3-4 Poor The applicant is not-for-profit and its proposed operations only partially satisfy the following criteria:
  • A low funding cost per value added to members and the broader startup ecosystem
  • A high floorspace utilisation rate
  • Strong focus and demonstrated success in the provision of supporting activities, services and resources
  • Highly qualified and experienced personnel involved in the provision of services
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.
Score: 1-2 Deficient The applicant is for profit and its proposed operations only partially satisfy the following criteria:
  • A low funding cost per value added to members and the broader startup ecosystem
  • A high floorspace utilisation rate
  • Strong focus and demonstrated success in the provision of supporting activities, services and resources
  • Highly qualified and experienced personnel involved in the provision of services
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.




Criterion 3 - Financial capacity to execute


Score: 9-10 Excellent The applicant’s financial capacity to execute has been demonstrated via thorough, clear and accountant certified financial statements. Score: 7-8 Good The applicant’s financial capacity to execute has been demonstrated via clear and accountant certified financial statements. Score: 5-6 Average The applicant’s financial capacity to execute has been demonstrated via accountant certified financial statements. Score: 3-4 Poor The applicant’s financial capacity to execute has been demonstrated via thorough, clear, but uncertified financial statements. Score: 1-2 Deficient The applicant’s financial capacity to execute has not been demonstrated via thorough, clear, nor certified financial statements.




Criterion 4 - Risk assessment


Score: 7-10 Good/Excellent The applicant has provided all of the following:

  • A detailed, integrated, robust operational plan which includes all support operations
  • A robust quantitative assessment of the impact on the stability of the applicant’s operations and its ability to deliver the services outlined under a range of risk scenarios
  • Detailed contingency plans to mitigate or negate potential risks to the applicant’s operations.
Score: 5-6 Average The applicant has provided at least two of the following:
  • A detailed, integrated, robust operational plan which includes all support operations
  • A robust quantitative assessment of the impact on the stability of the applicant’s operations and its ability to deliver the services outlined under a range of risk scenarios
  • Detailed contingency plans to mitigate or negate potential risks to the applicant’s operations.
Score: 3-4 Poor The applicant has provided at least one of the following:
  • A detailed, integrated, robust operational plan which includes all support operations
  • A robust quantitative assessment of the impact on the stability of the applicant’s operations and its ability to deliver the services outlined under a range of risk scenarios
  • Detailed contingency plans to mitigate or negate potential risks to the applicant’s operations.
Score: 1-2 Deficient The applicant has provided none of the following:
  • A detailed, integrated, robust operational plan which includes all support operations
  • A robust quantitative assessment of the impact on the stability of the applicant’s operations and its ability to deliver the services outlined under a range of risk scenarios
  • Detailed contingency plans to mitigate or negate potential risks to the applicant’s operations.




Criterion 5 - Demonstrated excellence in services provided to the stratup community


Score: 7-10 Good/Excellent The applicant has provided all of the following:

  • At least three appropriate member referee reports clearly attesting to details of their receipt of excellent service
  • An outline of value-added services provided over time, including frequency
  • Details of instances and frequency of leveraging external networks and relationships, nationally and internationally, for the benefit of members
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.
Score: 5-6 Average The applicant has provided at least two of the following:
  • At least three appropriate member referee reports clearly attesting to details of their receipt of excellent service
  • An outline of value-added services provided over time, including frequency
  • Details of instances and frequency of leveraging external networks and relationships, nationally and internationally, for the benefit of members
  • Plan and capacity to partner and connect with local startup ecosystem actors in support of entrepreneurial activities in 5 locations, once for each potential score range.
